Position Requirements:
The Network Senior Engineer/Team Lead shall have at least five years of detailed technical experience in network engineering or related field within the last seven years; experience in prioritizing network outages, projects and tasks while providing technical assistance and resolution to teams in order to maintain, troubleshoot and repair network infrastructure; ability to design and implement operational network systems and prototypes according to current and future engineering data and Government requirements; extensive knowledge of network principles, protocols and design to evaluate and provide optimal network performance; ability to collaborate with Network and System Engineers, equipment vendors, and other personnel to identify, define, and solve trending or developmental problems; ability to communicate, coordinate and resolve technical issues with OneNet Engineering personnel within the entire DHS network topology including the DHS Data Centers (DC); ability to review and make technical recommendations to all Infrastructure Change Control Board (ICCB) packets prior to submittal; and ensure recommendations are coordinated and understood by local, OneNet and DC personnel, and implemented correctly during network rollouts.
 
Program Overview:
The Federal Law Enforcement Training Centers mission is "We train those who protect our homeland." To carry out this mission, the FLETC serves as an interagency law enforcement training organization for 90+ federal agencies, also known as Partner Organizations, and also provides training to state, local, rural, tribal, territorial, and international law enforcement agencies. The FLETC is headquartered at Brunswick, Georgia and operates other training centers in Artesia, New Mexico; Charleston, South Carolina; Cheltenham, Maryland; Manhattan, Kansas and Washington, D.C.
 
The Chief Information Officer (CIO), IT Operations and Support Division (OSD), supports the FLETC mission by providing a reliable, scalable, flexible, maintainable, accessible and secure IT environment to support both the FLETC business and training requirements.
 
Program Scope:
The scope of this PWS encompasses Contractor provided enterprise IT supp01i services for the
technical and administrative management of the FLETC enterprise IT environment. This
includes, but is not limited to, the:
  • Technical and administrative management of the enterprise IT network infrastructure which includes:
    • LAN, WAN, and network security hardware and software
    • enterprise wireless system hardware and software
    • network connectivity
    • power and cooling infrastructure
    • operations and maintenance of the network operations center (NOC)
  • Technical and administrative management of the enterprise IT servers and storage which includes:
  • system hardware and operating systems
  • system applications and services
  • system database administration
  • local network applications; enterprise applications
  • IT Service Desk ticketing system
  • Technical and administrative management of the enterprise IT Service Desk which includes:
    • enterprise end user hardware and software support
    • service desk security
    • IT Service Desk video teleconferencing support
    • IT Service Desk cellular telephone support
    • IT Service Desk Tier 1 audio/visual support for Glynco, GA
  • Technical and administrative management of the After Action Review (AAR) audio/video recording system for training to include AAR system hardware and software and AAR instructional support
  • Technical and administrative management of the Enterprise Security System (ESS) which includes:
    • physical access control system (PACS)
    • secure visitor management system (SVMS)
    • alarm monitoring system (AMS)
    • incident management system (IMS)
    • digital video surveillance system (DVSS)
    • live scan fingerprint system (LSFS)
    • identity management system (IDMS)
  • Security operations center (SOC) monitoring and notification
  • Technical and administrative management of the FLETC Collaboration System (FCS)
  • Technical and administrative management of Glynco Multi-Purpose Center
  • Onsite Tier 1, Tier 2, and Tier 3 support for Artesia, NM
